By using television images as its raw material, Scratch positioned itself, and video more generally, as the medium for a more dynamic, more interactive mode of image-consumption, and even a more networked mode of viewership—as the group Gorilla Tapes later put it, Scratch was a way of “talk[ing] back to television.” Enabled by the development of innovative professional and consumer video technologies, artists like Gorilla Tapes, George Barber, and Sandra Goldbacher and Kim Flitcroft deployed a style characterized by the rapid sampling, editing, and manipulation of dissociated images drawn from video archives and broadcast television. Exploiting this newly available battery of tools, Scratch Video artists warped, composited, windowed, posterized, keyed, colorized, and superimposed these images, exploring uncharted aesthetic terrain that in many ways anticipates, and has strongly influenced, the types of image-manipulation made possible by today’s digital image software.

The legendary Jamaican-born dub and regga master Rasta Lee "Scratch" Perry, the spiritual MC of the film, invokes Haile Selassie in a fiery re-enactment of an historical event from the Italian Fascist period when an effigy of the last Negus of Ethiopia, Haile Selassie I, was burned in the main square of the filmmaker’s hometown, Vernasca, a village located between Milano and Bologna. At the same time, Hailé Selassié I was becoming the Black Messiah for Rastafarianism, a movement born in Jamaica during the 30s and spread all over the planet, including Ethiopia, considered the Mother Land by Rasta followers.

Directed by Matt Beauchesne at Irons Brothers Productions, "Scratching the Surface" documents the adventures of Julian, along with friends and fellow professionals Dane Reynolds, Taj Burrow, Dusty Payne, Mick Fanning and others as they spend a year hitting some of the world's most beautiful surf spots. Destinations include South Africa, Australia, Indonesia, Mexico, Nicaragua, Panama, California, Hawaii, France, Spain and Brazil. A large part of the film was also shot in the Mentawai Islands of Indonesia on a boat trip with Dane, Dusty and Taj. "Scratching The Surface" also teamed Julian and Matt with Brain Farm Cinema, whose goal was to evolve the way surf films are made by utilizing helicopters and The Phantom Camera, shooting entirely in HD, and incorporating an energetic and unique soundtrack.
