Cutie Honey Flash is a 1997 anime television series in the Cutie Honey franchise. In its native Japan, the series assumed the timeslot of Sailor Stars, the final story arc of the long-running Sailor Moon anime. Employing many of the same animation staff of Sailor Stars, including animation director Miho Shimagasa, Flash features very similar character designs and fits the more traditional mold of magical girl series, aimed at the Sailor Moon demographic. Flash used to be a talented baseball player, but he took to drinking and now he sells stolen watches in the streets. One day he meets Chu Chu, who, before falling into alcoholism like him, was a successful entertainer. Now she still dances, but in the streets, for no more than a cent or two. Luck seems to smile at them the day stolen government documents literally fall from the sky. They decide to return them to their legal owners, but instead of the expected reward money, all they get is a load of trouble.

When, in his frustration, he gropes one of the girls in her home during a tutoring session, she protests, her father (who is at home) beats him up, and he is sentenced to a jail term. There, he is teamed up with a slightly loopy murderer. When he gets out of jail, he finds his girlfriend has left for good, and ends his life.

Jack Lane (William Stowell) has made an invention for photographing wild animals. It consists of a camera with a trigger -- when the trigger is stepped on by a passing animal, a flash goes off and the camera shoots the picture. Lane goes up to the mountains to try out his new contraption. When a recluse refuses to let him spend the night in his cabin, Lane goes to sleep out of doors, with the camera set up near by. In the middle of the night, he is awakened by the flash and the sound of gunshots. Trekking back to his own cabin the next day, he develops the picture, which is of a girl holding a rifle. He returns to the recluse's cabin where he is arrested for murder.

When a man returns home to Bedford-Stuyvescent, NYC, he finds the young girls there dealing with growing problems of alcoholism, drug use, and teenage pregnancy. He decides to counteract the negative forces operating in the girls' lives by starting a track team for them which provides valuable discipline, gives them pride and confidence, and becomes a second family for many. The film follows the team through a city-wide competition held on Randall's island.
